## Summary

Medway Council has completed the procurement process for the provision of an assessment bed service within the Medway area. The awarded contract, valued at £1,284,000 GBP, spans from 1st October 2024 to 31st March 2026. The service, classified under Health and Social Work Services (CPV code 85000000), aims to support working-age adults and older people, with or without dementia, through a residential care provider registered with the Care Quality Commission (CQC). The service will provide eight assessment beds within a care home, assisting individuals who are medically stable but require further support to determine long-term care needs or to return to independence. The procurement was executed using an open procedure, and the award went to Victory Care Home Ltd on 10th September 2024.

This tender presents significant opportunities for businesses in the residential care sector, particularly those experienced in managing complex needs and challenging behaviours associated with dementia. Small and medium-sized enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) are especially encouraged, given their suitability specifications. By securing such contracts, businesses can expand their service offerings, build stronger community ties, and enhance their reputation in the health and social care market. The need to facilitate safe hospital discharges and support patients in regaining their health and independence underscores the vital role these service providers play in the broader healthcare system.

## Notice

Medway Council is seeking to appoint a suitably experienced Care Quality Commission (CQC) registered residential care Provider to provide an assessment bed service from a care home located within Medway's geographical boundary. The service will care for working age adults and older people, with or without a dementia. The service will provide eight assessment beds, ideally situated on a separate unit/wing within a residential care. Individuals placed into the service will be medically stable but require further support and assessment to determine long term care needs, or short-term support to return to independence. The aims of the service are: * To deliver residential care and support to adults in Medway demonstrating evidence of cognitive impairment linked to the unfamiliarity of their hospital admission or acute episode. It is envisaged the assessment beds will be primarily used for older people with complex needs and or behaviours that challenge. * To reduce a person's length of stay in hospital and prevent deconditioning by facilitating a safe, planned discharge from hospital into an appropriate care setting. * To care for individuals in a non-clinical environment for up to six weeks. Allowing people to settle and return to their optimal baseline of health prior to Adult Social Care, or other health professionals' undertaking long term care need assessments. * To improve the individual's physical and mental health and wellbeing, to a point where they can be safely discharged home, with or without a package of care, or into a long-term care placement. * To help adults in Medway to live independently for as long as possible. Procurement documents are available from the Kent Business Portal.
