## Summary

The public procurement process involves the London Borough of Newham, aiming to establish a Pseudo-Dynamic Purchasing System (PDPS) for commissioning homes and services for children looked after and care leavers. The title of the tender is "Commissioning Homes for Children Looked After and Care Leavers PDPS - Lot 1 Round 3", belonging to the health and social work services industry category. The procurement process has reached the award stage, with key dates including a contract starting on 2nd May 2024 and ending on 24th June 2026. Located in London (postcode E16 2QU), this open procurement uses the light-touch regime under Section 7 Social and Other Specific Services of the Public Contracts Regulations 2015, ensuring transparency and equal treatment of suppliers. The process initially commenced on 25th June 2021, has an option to extend for a further four years, and has an estimated total aggregate value across all local authorities of approximately £15.6 billion.

This tender offers significant opportunities for business growth, particularly for SMEs and VCSEs (Voluntary, Community, and Social Enterprises) interested in competing in the provision of children's care and support services. The procurement method welcomes potential suppliers to tender for one or more lots, which include semi-independent living services and children’s homes, among others. Businesses specialising in health and social work services and capable of complying with Ofsted regulations would be well-suited for this procurement, fostering collaboration with public bodies outlined in the Local Authorities Order 1972. Current suppliers such as Alpha Care Service Ltd, Green Harvest Ltd, and Inclusive Care Support Limited exemplify the type of entities engaged in this procurement process. The wide scope and substantial total contract value present ample opportunities for businesses to expand their reach and service provision within the public sector.
