## Summary

The Bedfordshire, Cambridgeshire, and Hertfordshire Police and Crime Commissioners (BCH) are seeking proposals for an Occupational Health and Health and Safety Management System, aimed at enhancing efficiency and streamlining processes. This open procurement is currently in the tender stage, with submissions due by 19 March 2018. The successful bidder will be required to deliver a scalable system that supports HR and additional business areas, primarily serving within the East of England, UK.

This tender presents a valuable opportunity for businesses specialising in software solutions, particularly those focused on health and safety management systems and automation technologies. Small and medium-sized enterprises (SMEs) that can provide innovative, customer-centric solutions to optimise organisational support processes are particularly well-suited to compete for this contract. Winning this contract could lead to further engagements, given BCH's commitment to enhancing collaborative services across multiple police forces.

## Notice

1. Introduction Bedfordshire Police and Crime Commissioner and Chief Constable, Cambridgeshire Police and Crime Commissioner and Chief Constable and Hertfordshire Police and Crime Commissioner and Chief Constable (BCH) are working together on an ambitious collaboration programme to reduce costs, improve efficiency and resilience and maintain a high quality policing service. To achieve this, a programme of collaboration that will build on the already collaborated Protective Services elements, to include Organisational Support (i.e. 'back office' functions) and Operational Support (i.e. 'middle office' functions) is in place that will effectively mean that 60 to 65% of the existing business undertaken in the individual forces will be provided jointly. To enable this to happen and ensure we enhance the productivity in relation to back office functions, there is the need for standardised and streamlined common processes and robust self-service capability enabled by effective IT. BCH want to optimise the use of technology to deliver a customer focused service through the implementation of the most efficient, effective and streamlined solution. 2. High-Level Business Requirements BCH have identified a requirement for an Occupational Health and Health and Safety system initially to support HR but scalable to support wider business areas in the future. The system will enhance the customer service provision via automation i.e. using technology to streamline and standardise the management of business processes, customer queries and general feedback underpinned by Service Level Agreements (SLA) to ensure all requests are promptly managed in a consistent, effective and efficient manner. This will supplement the enhancements and automation being delivered by the new ABLE ERP solution comprising MHR iTrent HR & Payroll, Northgate CARM Duty Management and Advanced E-Financials. The aim is also to significantly enhance self-service capabilities providing 9000 internal end-users i
