## Summary

The procurement process involves Historic England as the buying organisation, which is seeking tenders for a project titled "8002 Heritage at Risk and Wellbeing: assessing wellbeing outcomes from completed project." This initiative falls within the research and development services category and is located in Swindon, United Kingdom. The procurement is currently at the Tender stage, with an open procedure below the threshold. The deadline for submissions is 28th January 2020, and the contract is expected to commence on 10th February 2020, lasting until 12th February 2021.

This tender presents an excellent opportunity for businesses specialising in research and development services, particularly those focused on social impact assessment and community engagement. Small and Medium Enterprises (SMEs) and Voluntary Community and Social Enterprises (VCSEs) are encouraged to participate, as their unique capabilities could directly contribute to measuring wellbeing outcomes in heritage conservation projects. Businesses that effectively showcase their experience in community-driven projects and qualitative research methodologies are likely to find this opportunity particularly beneficial for growth.

## Notice

Historic England has carried out Heritage at Risk work for a number of years. Many of our projects end up including communities and volunteers to enable grant-aided repair to 'at risk' buildings to be completed. These projects are reported, anecdotally, as galvanising communities and creating positive community benefits. However this aspect of the work has not been measured or formally considered and the idea of the projects having 'wellbeing' outcomes as well as historic building outcomes has previously not been embedded in a project from the beginning in the majority of cases. This project is designed to revisit some of these cases using grounded theory to retrospectively evaluate the kinds of qualitative social benefits such projects have achieved. The goal is to help understand how the processes in developing Heritage at Risk projects can be amended to develop intentional, measured and targeted wellbeing outcomes.
