## Summary

The London Borough of Waltham Forest is initiating a tender for the role of Developer Partner for the development of three sites adjacent to Lea Bridge Station. This project aims to deliver high-quality, residential-led mixed-use developments, including approximately 300-320 homes, commercial cultural spaces, and public areas. The procurement process will be conducted through competitive dialogue, with the tender period closing on 20th February 2019. The estimated value of the contract is £113 million, and the project falls under the construction industry category, specifically focusing on real estate development and associated services.

This tender presents a significant opportunity for construction firms and developers looking to expand their portfolios in mixed-use developments. Businesses experienced in delivering residential and commercial projects, as well as those with expertise in architectural and environmental consultancy, would be particularly well-positioned to compete. The requirement for a long-term property management role also opens avenues for facilities management companies to engage in this project, potentially enhancing their market presence in the Waltham Forest area.

## Notice

The London Borough of Waltham Forest is seeking a developer partner, in relation to three sites adjacent to Lea Bridge Station in order to facilitate the delivery of high-quality, residential-led mixed-use development and public realm. The Council's aspiration is to create a new local centre at Lea Bridge within a revived business quarter forming a new 'gateway' to the Borough. The development partner is expected to deliver in the range of 300-320 homes; a minimum of 3,000 sq. m. of commercial cultural spaces and 750 sq. m. of public space. The opportunity also requires the development partner to construct a new entrance to the railway station as part of the scheme. The scheme may involve providing some specialist and/or elderly housing. The developer partner will be required to enter into a Development Agreement and 250 year lease with the Council for the delivery of the development. The developer partner will be required to construct a new station entrance at Lea Bridge Station in accordance with the design approved by Network Rail, Greater Anglia and the Council and the associated planning permission (which will be obtained by the Council). The development partner will be required to have a long term and on-going property management role with the commercial/cultural space. The scheme may involve some of the land at one of the sites being made available to a community led housing scheme and the developer partner delivering construction to that development. Further details of the scope of the scheme are provided in the procurement documents (and in particular the Project Requirements and Development Brief). Additional information: It is intended that this procurement will be a competitive dialogue.
