## Summary

The procurement process, initiated by Ingeus on behalf of the Ministry of Justice, focuses on the recommissioning of Commissioned Rehabilitative Services (CRS). This tender, titled "Ingeus Expression of Interest - Ministry of Justice CRS Recommissioning," primarily falls under the industry categories of financial consultancy services, housing services, healthcare, and social work, including rehabilitation and probation services. The services are to be delivered across England and Wales. The current stage is the Tender phase, with the tender period concluding on 4th August 2025. Services are expected to commence on 1st March 2027 and continue until 1st March 2032. The procurement method is an open procedure, aiming to expand a supply chain of partners with strong community ties.

This tender presents significant opportunities for growth for SMEs and VCSEs, particularly those with expertise in community engagement, education, and employment support. Businesses with specialisations in social inclusion, accommodation support, and financial management are encouraged to participate. Organisations that integrate lived experience into their operations are particularly valued, as they align with the holistic rehabilitative approach required by the Ministry of Justice. This procurement process provides an exceptional opportunity for businesses looking to expand their service offerings within the justice and rehabilitation sectors.

## Notice

Ingeus justice services support people in the justice system to successfully transition back into the community through specialist rehabilitative services. We offer a whole-person approach, supporting people with their personal wellbeing, accommodation, health, education and training, employment, and more. Commissioned Rehabilitative Services are part of the Ministry of Justice's probation system and provide flexible, responsive services to help break the cycle of reoffending. Ingeus currently delivers Commissioned Rehabilitative Services (CRS) in partnership with the probation service and our partners to support and enable successful rehabilitation. Ingeus is seeking potential supply chain partners for the next iteration of HMPPS Commissioned Rehabilitative Services for men in prison or the community. The ITT for these services is projected to launch in September 2025. These services will assist service users to: * Build supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities. * Connect to a range of community-based activities and resources that matter to them. This could include volunteering, sport or constructive leisure activities. * Progress towards recovery from drug or alcohol use and gambling. * Achieve and maintain sustainable outcomes in relation to housing, employment and financial management. We are looking for organisations with strong links to, and knowledge of, their local communities and who are able to provide one or more of the following specialisms: * Community Link Work - covering social inclusion, family, emotional well-being and linking participants into local services to enable People on Probation to build stronger, healthier relationships, improve wellbeing, develop their confidence and successfully integrate into communities. * Education, training and employment - (custody and community) supporting service users to access training and/or sustainable employment * Accommodation support - (custody and community) assisting service users to secure and maintain suitable housing. * Finance, befit and debt - (custody and community) supporting service users to address debt, assess benefit entitlement and better manage personal finances. We welcome applications from SME's and VCSE's with strong connections to local communities and who can provide services that support people to live positive lives free from crime. We are also keen to hear from organisations that can demonstrate a strong element of Lived Experience in their ownership structure, their staffing, or their delivery methods.
