## Summary

Birmingham City Council is set to award a one-year contract for the "PQ0236R - Trusted Assessor Support Service", commencing on 6th January 2020, with the possibility of extension for an additional year based on satisfactory performance and budget availability. This procurement falls under the social services category and targets care homes specifically in the West Midlands region, including areas like Birmingham, Sandwell, Walsall, Wolverhampton, Coventry, and Solihull. The contract aims to facilitate around 1,200 discharges annually from hospitals and Enhanced Assessment Bed providers to appropriate care home settings. Quotations were required to be submitted by noon on 9th December 2019, using the open procurement method via the Council’s e-tendering system.

This tender presents significant opportunities for businesses in the social care and assessment services sector, particularly those with experience in providing independent assessment services or working with care homes. Companies that specialise in social work services, administrative social services, or related community service areas would be well-positioned to compete for this contract. The successful provider will play a critical role in ensuring timely and efficient discharge processes while supporting Birmingham City Council and local care providers in delivering quality care to residents.

## Notice

The Council is proposing to award a 1-year contract with the option to extend for a further year, subject to satisfactory and budget availability commencing 6th January 2020 to a specialist provider who has relevant experience and a track record of operating a Trusted Assessor project/programme, ideally in the West Midlands area, as the service agreement will cover care homes in Birmingham, Sandwell, Walsall, Wolverhampton, Coventry and Solihull. The care home may also be outside of the city if it is a package re-start. The successful provider will primarily work within City Hospital and Enhanced Assessment Bed (EAB) providers in Birmingham to facilitate approximately 1200 discharges* from hospitals and EAB providers to care homes per annum. This will be either a discharge to a short-term EAB; a package re-start to a long-term bed, or a new placement in a care home. The successful provider will also act as an independent and unbiased assessor who will support the Council, care homes, home care providers and Adult Social Care to provide a high-quality service to patients. This service provision will ensure timely assessments are completed for citizens who require residential and/or nursing provision following their hospital or EAB admission thus ensuring a safe and timely discharge from hospital and EAB providers. The benefits of the service will be: o a more timely and effective service to patients and residents in Birmingham o an effective and efficient process for care homes as it will reduce the number of hospital visits o a reduction in the time required for the completion of associated paperwork o a reduction in discharge delays o the assessments in a manner that offers confidentiality, respect, dignity and privacy to the Service User The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
