## Summary

Norfolk County Council buys mains gas to supply premises used by Norfolk Fire and Rescue Service. The requirement is for the supply of piped natural gas to fire and rescue service buildings in Norfolk, rather than gas infrastructure works or maintenance. The council conducted the purchase through a call-off from ESPO’s framework for mains gas. Norfolk County Council is the buyer, and delivery is to its Fire and Rescue Service premises across Norfolk. The arrangement includes scope for the council or successor public bodies to place orders on behalf of other local authorities serving the county’s current area, and for the contract to transfer to successor or strategic authorities if local government arrangements change. The core requirement remains mains gas supply for public-sector emergency service premises.

The procurement is complete and has been awarded to TotalEnergies Gas & Power Limited. The award was made on 24 April 2026. The estimated contract value is £400,000, driven by usage and potentially capable of being exceeded. The contract period runs from 1 April 2027 to 31 March 2031. Norfolk County Council used a selective call-off from ESPO’s framework agreement for mains gas, rather than running an open tender. The response deadline was 24 April 2026 at 5pm. This was a single supply requirement; no lots are identified. The recorded suitability assessment states that the opportunity was not suitable for SMEs or voluntary, community and social enterprises. The procurement data does not state separate quality or price evaluation weightings.

The award shows recurring demand from Norfolk County Council for mains gas to serve Fire and Rescue Service premises, with usage driving the actual volume and expenditure. A future competitor would need to be able to supply mains gas reliably across a public-sector estate and manage consumption-based contract requirements over a multi-year term. The buyer used an ESPO framework call-off, so suppliers seeking comparable work would need to be positioned within a relevant framework and able to compete for call-offs under its terms. The selected supplier is a large energy company, and the stated unsuitability for SMEs and voluntary, community and social enterprises indicates that the requirement was not framed for those supplier types. The possibility of successor authorities ordering or taking over the contract also makes experience serving public bodies through organisational change relevant.

## Notice

Norfolk County Council conducted a call off from ESPO's framework agreement 192_27 Supply of Mains Gas for the purpose of supplying mains gas to its Fire and Rescue Services premises. In respect of Local Government Reorganisation ("LGR"), on 7 September 2026 the government withdrew an earlier decision that it was minded to establish three unitary councils for Norfolk and announced a 'rapid review' of its LGR programme in respect of Norfolk and some other areas. On 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intended to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. On 7 September 2026, the current Secretary of State said: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". Should LGR and/or devolution processes lead to unitary local government in Norfolk and/or to the establishment of a strategic authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the county council, or to any joint body incorporating or formed by any such successor and/or to any strategic authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
