## Summary

The procurement process involves the Crown Commercial Service (CCS) and pertains to the "Supply, Supply and Fit of Tyres and Associated Services" within the UK's public sector. This Framework Agreement, valued at £128 million, spans four years and includes two distinct lots aimed at providing tyre services to Blue Light Emergency Services and the Wider Public Sector across various UK locations. The procurement method utilised is an open procedure, and the contract period is set to run from 12th October 2016 to 11th October 2020. Key suppliers awarded under this framework include Goodyear Dunlop Tyres UK Ltd, ATS Euromaster Ltd, and Michelin Tyre Public Limited Company.

This tender presents significant opportunities for businesses engaged in the tyre supply and fitting sector, particularly for small and medium-sized enterprises (SMEs) that can provide quality goods and services to the public sector. Companies with expertise in delivering products to emergency services or public organisations may find this an excellent avenue for growth. As the framework includes provisions for electronic ordering and invoicing, suppliers with capabilities in streamlined logistics and responsive service delivery will be well-positioned to compete successfully.

## Notice

Crown Commercial Service (CCS) as the Authority has put in place a pan government Framework Agreement for use by UK public sector bodies identified at VI.3 (and any future successors to these organisations), which include Central Government Departments and their Arm's Length Bodies and Agencies (ALBs), Non-Ministerial Departments and Executive Agencies, Non Departmental Public Bodies, the Wider Public Sector, NHS bodies and Local Authorities. The above Public Sector Bodies have a need for the provision of Supply, Supply and Fit of Tyres and Associated Services. The duration of this Framework Agreement is for a four (4) year period. The Framework Agreement is divided into 2 Lots: - Lot 1 - The Supply, Supply and Fit of Tyres and Associated Services to the Blue Light Emergency Services throughout the UK. This Lot has been awarded to a single Supplier. - Lot 2 - The Supply, Supply and Fit of Tyres and Associated Services to the Blue Light Emergency Services, Central Government and the Wider Public Sector throughout the UK. This Lot has been awarded to multiple Suppliers. The Authority reserves the right for the Authority and/or Contracting Authorities for an electronic auction to be held during the Call Off Stage among the Parties to the Framework Agreement(s) Electronic ordering and/or electronic invoicing an/or electronic payment may be used during the period of the Framework Agreement and throughout the lifespan of any Call Off Contract. Due to the current COVID-19 pandemic, Crown Commercial Service (CCS) believes that the first condition set out in Regulation 72(1)(c) Public Contracts Regulations 2015 has been fulfilled in respect of the Framework Agreement. Crown Commercial Service has taken the decision to extend existing framework agreements that were due for reprocurement for a period of twelve (12 months). This is to enable CCS resource to be diverted to procuring urgent requirements to deal with COVID-19 consequences and to relieve pressure on the supply chain while short staffed, to enable businesses to continue to deliver services and goods to customers. CCS intends to deliver replacement framework agreements as quickly as possible after the initial COVID-19 impact Additional information: Due to the current COVID-19 pandemic, Crown Commercial Service (CCS) believes that the first condition set out in Regulation 72(1)(c) Public Contracts Regulations 2015 has been fulfilled in respect of the Framework Agreement.
