## Summary

The Mayor's Office of Police and Crime is conducting a tender for the "Transitions to Adulthood Hub Pilot - Staff Training Programme", aimed primarily at service delivery in the criminal rehabilitation sector. This procurement process is currently in the Award stage, with the contract having been awarded on 18th May 2021, to Interface Enterprises. The total contract value is £55,230, with delivery locations specified as London, United Kingdom. The contract period spans from 7th June 2021 to 31st March 2023, providing training specifically for staff engaged in supporting young adults aged 18-25 on probation.

This tender presents significant opportunities for businesses specialising in staff training services, particularly those knowledgeable in rehabilitation and support for young adults. Companies that focus on developing tailored training programmes, particularly in contexts related to criminal justice and support services, would be suitable competitors. Furthermore, small and medium enterprises, as well as voluntary and community sector entities, stand to benefit greatly from this contract's focus on adaptable and continuous professional development for staff within the pilot.

## Notice

The Transitions to Adulthood Hub pilot is a community-based holistic service for 18-25 year olds on probation in Newham and 17 year olds transitioning from the Youth Offending Service to adult probation. The Hub aims to provide wrap-around support tailored to young adults' distinct needs and informed by maturity assessments in order to reduce reoffending, improve mental health and support young adults to make positive life choices. The pilot is funded by government's Shared Outcomes Fund and will be fully evaluated to inform wider national roll-out. The Supplier is required to design and deliver in-person staff training for staff working in the Transitions to Adulthood Hub in Newham and to facilitate a programme of ongoing workforce development. The aim of the training is to enable practitioners to work more effectively with young adults and support delivery of pilot outcomes. The staff training programme must encompass working with young adults, systemic issues and the context in which offending occurs, working practices and supporting specific groups. The specification includes a breakdown of each of these themes. To develop a cohesive training programme, the Supplier must assess existing resources and their suitability for inclusion in the training programme, develop resources to fill gaps (in partnership with experts where appropriate), adapt existing resources where necessary, produce a plan for the training programme for MOPAC's consideration and deliver or identify a suitable provider to deliver each training element. The Supplier is required to deliver or oversee delivery of in-person training to all staff working in the Hub, including probation staff and staff from support services. Due to staff turnover, the Supplier will be required to deliver training to new members of staff at regular intervals across the duration of the pilot. To support continuous upskilling of staff across the pilot duration, the Supplier is required to develop a programme of ongoing workforce development opportunities, such as reflective practice sessions.
