## Summary

National Highways has awarded a contract entitled "T0682 Structures AM Service - Business Requirements Task" as part of its initiative to capture business requirements for the future system design of Asset Management and the Works Management system. This procurement falls under the industry category of Development consultancy services (CPV code: 73220000), with a focus on improving structures asset management and works management processes. National Highways, based in Birmingham, is the buying organisation responsible for this project, which is valued at £411,867.64. The procurement was conducted through a selective process, specifically a call-off from a framework agreement, indicating a targeted approach to supplier selection. The awarded contract commenced on 30 June 2025 and is set to conclude on 31 December 2025, covering an extensive geographical scope including the United Kingdom, British Overseas Territories, Channel Islands, Isle of Man, Europe, and the Rest of the World.

This tender offers significant business growth opportunities for companies with expertise in asset management and works management systems, particularly those capable of understanding and aligning with National Highways' standards and regulatory requirements. Businesses that specialise in data modelling, process mapping, and systems alignment are well-positioned to compete for such tenders. Additionally, the project's emphasis on strategic recommendations and gap analysis presents opportunities for firms adept at long-term planning and system assurance. As the tender allows for participation from SMEs, smaller enterprises with niche capabilities in these areas could greatly benefit from engaging with this procurement. Large enterprises like Amey OW Limited, which has been awarded this contract, exemplify the type of supplier suitable for fulfilling the outlined requirements and contributing to the advancement of infrastructure management solutions.

## Notice

National Highways is seeking specialist technical resources, with an understanding of National Highways' standards, policies and processes, to undertake a business requirements capture task for two critical service areas: - The Asset Management of National Highways' Structures assets, and - The Works Ordering System, which supports works management, asset management, and commercial processing across all asset types. This combined discovery exercise will define the future system requirements for both the Structures Asset Management capability and the replacement of the Works Management system, ensuring that functionality across operational delivery, asset lifecycle tracking, and financial governance is fit for purpose. The Structures Asset Management service provides the following capability, which requires continuous development to align with evolving business needs and strategic direction: - Understand asset needs to inform renewal and maintenance planning - Report to Office of Rail and Road (ORR) - Undertake long-term investment planning, including business case development for Road Period 3 and beyond - Undertake asset valuation - Understand condition and inventory data - Ensure compliance with Design Manual for Roads and Bridges (DMRB) In parallel, the Works Management system supports critical works ordering processes across National Highways, including the initiation, management, and closure of works, as well as the commercial workflows required for payment validation, contractor performance monitoring, and audit trails. It is essential that the future Works Management System maintains and improves upon these capabilities. The objective of this task is to capture a comprehensive set of business and technical requirements across both service areas. This includes process mapping, data modelling, reporting structures, commercial workflows, user roles, and functional justifications-translated into a requirements catalogue to support future system design or procurement activity. Key areas of focus for this task include 'as is' and 'to be': - Business processes for Structures and works ordering (including commercial workflows) - Asset and works data requirements, including justification for Carriageway, Ancillary, Pavement, and Structures assets - Reporting, audit, and financial reconciliation needs - User roles, personas, workflows, and system interactions - Functional requirements and user stories with justification and acceptance criteria - Alignment and assurance of all business and data needs across asset and operational systems - Gap analysis and strategic recommendations to inform future capability
