## Summary

```html
The Department for Environment, Food & Rural Affairs (DEFRA) has awarded a contract for the project titled "Final effluent continuous monitoring surrogate parameters". This falls under the industry category of research consultancy services, with procurement completed via an open procedure. The buying organization, DEFRA, is based in Chichester, England. The project, which commenced on 23rd September 2024 and is set to conclude by 23rd December 2024, was awarded on 12th September 2024 to the supplier WRc. The total contract value is £31,907. This tender focuses on gathering data and evidence through various methods to generate a written technical report on final effluent continuous monitoring using surrogate parameters.
This tender presents a valuable opportunity for businesses specialising in environmental research and technology consultancy, particularly those adept in evidence gathering, research, and technical reporting. Small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are well-suited to compete, given the project's design and budget, facilitating growth and exposure to new market segments. Companies that have the capability to analyse water quality data and develop monitoring technologies will find this tender particularly advantageous for expanding their portfolios and securing future public sector contracts.
## Notice
Final effluent continuous monitoring surrogate parameters. This project will be completed via an evidence gathering desk top exercise focused on, but not limited to, a review of relevant literature, academic papers, technical documents, discussions with those undertaking final effluent continuous monitoring using surrogates, research and development, video/webinar presentations and other sources of information associated with using surrogates in final effluent continuous monitoring. Where possible this exercise should focus on gathering information and data from Water Companies in England. The information gathered will be presented and summarised in a written technical report which focuses on the areas of interest as set out above. This research project will be completed over a 3 month period. Additional information: Question: The proposal focuses on turbidity as a surrogate for BOD and suspended solids. Are closely related parameters to also be considered as surrogates? For example, ion selective probes using ammonium / phosphate to estimate ammonia / phosphorus? Answer: The focus was on using a totally different parameter and deriving results for another, such as turbidity for suspended solids. If you think there would be any benefit on discussing using different forms of calculations for parameters and how that will benefit on the requirements needed for final effluent continuous monitors, then please do. Our thought is that this will be taken into account in the final effluent continuous monitoring technology project. Question: The proposal asks for using water company data on surrogates. If such information is provided may it be documented only in anonymous, summarised form? Answer: Yes, continuous data will need to be sourced from the Water Companies. This data can be documented and summarised as anonymous if needed.
