## Summary

The Foreign & Commonwealth Office is conducting an open procurement process for the tender titled "India Programme - Facilitating state/city led initiatives to accelerate scaling-up of electric mobility market in India." This initiative aims to support the transition towards electric vehicles (EVs) in India, with a significant focus on reducing vehicular pollution and enhancing energy security. The tender was published on 14th August 2018, and submissions are open until 3rd September 2018. The contract period is set to commence on 28th September 2018 and will run until 31st March 2019, with an allocated budget of £80,000 for services classified under research and development and related consultancy services.

This tender presents a valuable opportunity for businesses engaged in the electric mobility sector, including companies involved in research, consultancy, and the development of innovative business models aimed at enhancing EV infrastructure. Particularly, small and medium-sized enterprises (SMEs) could greatly benefit from participating in this project, as it not only aligns with the goals of state governments in India to promote cleaner transportation but also opens doors for collaborations and partnerships that may enhance their offerings in the growing low carbon vehicle market.

## Notice

The commitment to transition from fuel based vehicles to electric vehicles (EV) has become a global priority. The drivers for this vary by country but include energy security, oil dependency, air pollution and climate change concerns; plus a perceived opportunity of capturing opportunities in the new low carbon economy. India is exploring how to increase the share of low carbon vehicles in its transportation fleet and depending on the readiness of the sector is considering an ambitious target of 100% electric vehicles sales by 2030. India is driving towards a "shared, connected & electric" mobility system. This is guided by the fact that large scale adoption of low carbon vehicles can help India reduce its vehicular pollution and contribute towards energy security. The challenges and opportunities to this are many. This is an evolving market and the achievement of target is dependent on the interplay of a number of factors, including faster development of battery technologies, enabling charging infrastructure, vehicle-grid integration, effective policy framework, fiscal instruments, enhanced capacities, retrofitting measures and innovative business models. In India, a number of State governments are leading the way towards faster deployment of EVs, particularly in the space of public transportation. States such as Karnataka, Maharashtra, UP, Andhra Pradesh, Telengana, Gujarat and West Bengal are emerging as progressive players. Also, state like Tamil Nadu with an advantage in the automobile sector is looking to step up efforts on EV. Both at the National and State Government Levels, a number of stakeholders are responsible for planning and implementation of EV policy. The departments and organisations involved are enhancing coordination to scale up uptake of EVs. Indian States are exploring partnerships for fast tracking the roll out of electric mobility and are focussing on creating enabling policy environment and developing roadmaps towards achieving their EV ambitions. India and the UK are committed to the Paris Agreement and to a bilateral Energy for Growth Partnership to develop secure and sustainable sources of energy. The two countries are working together on policies, research, technology exchange and commercial aspects of energy cooperation, including on electric mobility. The UK is a natural partner for India in this area. Decarbonisation/ emission reduction is at the heart of the UK's industrial and international development strategy. The UK's recent Industrial Strategy identifies clean growth and mobility (ensuring safe automation and encouraging electric vehicles) as priorities for action, with a target of 25% share of ultra-low emission vehicles in the UK car fleet by 2022 and 100% new car sales being electric/zero emission by 2040. The aim of this project is to support Indian states to deliver ambitious EV programmes by developing a strategic approach paper, showcasing international best practices to relevant players Additional information: Please refer the Project No 1834 and ITT No 2492
