## Summary

Cumberland Council has completed the procurement process for an Open Framework aimed at providing Targeted Short Break Activities for Children with Disabilities. The framework was conducted using the open procedure under the Public Contracts Regulations 2015 and covers health and social work services within multiple regions in the United Kingdom including North East, North West, and London, among others. The procurement, valued at an estimated £392,044.33 excluding VAT, stretches from 1st February 2025 to 31st May 2026. The final award notice was published on 3rd July 2025, with the framework initially published for tender on 23rd September 2024, and the tender period ended on 7th October 2024.

This contract offers significant opportunities for small and medium enterprises (SMEs), as the framework has been designed with multiple lots, including Weekend and School Holiday Activities, and innovation-focused services. Large-scale service providers, as well as organisations specialising in specific needs, can benefit from competing in this framework. Businesses operating within the health and social work sector, particularly those capable of delivering tailored activities for children with special needs, will find this framework well-suited to grow their business impact across the vast regions covered. Providers like Carlisle Mencap and West House have already been engaged, exemplifying the opportunity diversity within this procurement.
