## Notice

Screening programmes became a part of PHE in 2013. Screening programmes are end to end pathways that invite, inform, test, retest and refer millions of people with a risk of severe, life threatening disease or conditions every year. . The current contract between PHE and Northgate expires on the 30th September 2017. The screening programmes are developing a long term strategy which seeks to procure and operate IT screening systems within a PHE corporate framework. Whilst this strategy is developed, there is a need to extend existing manged services contracts with Northgate until the new common modular architecture is available. A voluntary ex ante transparency notice 2017/S 102-204744 has been published for this requirement. The contracting authority is using the negotiated procedure without prior publication under Regulation 32(2)(b)(ii) and Regulation 32(2) (b)(iii) of the Public Contracts Regulations 2015. In the alternative the contracting authority is relying upon the exemptions from a prior call for competition under Regulation 72(1)(b) as the services cannot for technical and economic reasons be provided by another supplier without causing significant inconvenience to the contracting authority. The National Infant Physical Examination (Newborn Screening Programme) was commissioned by the University of Manchester in 2009 as a managed service with all intellectual property vesting in Northgate (the supplier).
