## Summary

Warwickshire County Council (WCC) has completed the award process for the "WCC - Singing for Lung Health" programme, aimed at providing a comprehensive Singing for Lung Health initiative for adults with chronic respiratory conditions. The procurement was carried out using an open procedure, and the contract is valued at approximately £73,000, with a minimum value of £48,000. The contract will commence on 1st March 2021 and will run until 31st August 2022, with the award being made to Breathe Arts Health Research on 9th February 2021. This programme, classified under other community, social, and personal services, specifically targets improvements in lung health for individuals living in the West Midlands region, particularly in light of significant health challenges evidenced by local respiratory disease mortality rates.

This tender presents an opportunity for businesses specialising in health and social work services, particularly those with expertise in rehabilitation and community health initiatives. Companies that focus on creative health solutions or those with experience in delivering health-related programmes could find this tender particularly suitable for their capabilities. The nature of the service requires innovative approaches to support individuals with long-term respiratory conditions, which favours businesses that can offer holistic and community-oriented practices, especially smaller enterprises and voluntary and community sector entities that meet the contract's specifications.

## Notice

Warwickshire County Council is seeking to commission a single provider to develop and implement a comprehensive Singing for Lung Health programme for adults with chronic respiratory conditions. This will consist of courses of group-based sessions led by an experienced singing specialist. In Warwickshire, the under 75 mortality rate from respiratory disease was 29 per 100,000 in 2016-18. However, there is significant variation across the county, where Nuneaton and Bedworth have significantly higher premature mortality rates than the national average (44 per 100,000). Therefore, holistic support is needed for those living with these conditions and improvements in lung health are required. This programme forms part of a wider set of Creative Health programmes to promote creative and cultural activities within Warwickshire to improve health and wellbeing. The objective is to improve the quality of life for people living with long term respiratory conditions. Delivering health, psychological and social benefits to those with long-term respiratory conditions. Singing for health can be offered both as an early intervention and as tertiary prevention approach (reducing deterioration and improving quality of life) for people living with COPD utilising a non-medical approach to support medical and social needs.
