## Summary

The West Yorkshire Combined Authority has awarded a contract for the Full Business Case production for Thorpe Park Railway Station to Ove Arup & Partners Limited. The procurement process was conducted through a selective method with a restricted procedure. The contract period is from January 26, 2023, to March 31, 2023. The procurement stage was at the award phase, with the tender closing on August 30, 2022. The project falls under the services category in transport systems consultancy services, based in Yorkshire and the Humber region, United Kingdom.

This tender presents an opportunity for businesses in the consultancy services sector to participate in developing proposals for the new rail station at Thorpe Park. Companies with expertise in transport systems consultancy services and experience in liaising with relevant authorities and stakeholders such as Network Rail and Train Operating Companies would be well-suited to compete for this contract. The nature of the project involves achieving Full Business Case approval and virtual collaboration with key industry players, offering a unique growth opportunity for firms specialising in transportation infrastructure development.

## Notice

The CA is seeking to appoint an external multi-disciplinary supplier to help develop proposals for the new rail station at Thorpe Park. The appointed Consultant will be responsible for achieving Full Business Case (FBC) approval from The Combined Authory's PAT (Project Appraisal Team) via liaison with the CA's Project Team and allocated PMA Case Officer. This document details the deliverables required for Thorpe Park Station. The Consultant is required to describe how each of these work streams will be delivered and price the work accordingly. Full Business Case (FBC): The Consultant is required to, with the support of the CA, achieve submission (into the CA's PMA Assurance Framework) of the FBC for Thorpe Park Station and provision for any resubmissions and clarifications. This will include the preparation and submission of the Full Business Case document and any accompanying appendices. This will likely require some liaison with Network Rail and Train Operating Companies (TOC's) in the preparation of the FBC documentation. An allowance should also be made for virtual attendance at meetings as part of the process. This FBC development work will include virtual collaboration with both Network Rail and Train operating Companies over the assumed operational timetable provisions for the new station which will ultimately affect the Economic Case of the FBC.
