## Summary

The Leeds City Council is initiating a public procurement process for the "LCC Children's Targeted Short Breaks Grants (2)" aimed at enhancing weekend and school holiday provision for disabled children and young people in Leeds. This tender represents an open procurement method with a total grant pot of £23,720, allocated for school holiday activities only. The deadline for submitting applications is 12pm on Friday, 15th February 2019, with the contract period set to commence on 1st April 2019 and concluding on 31st March 2020. This opportunity falls under the Health and Social Work Services industry category, primarily targeting organisations that can deliver effective and sustainable short break services in Yorkshire and the Humber region.

This tender presents a valuable opportunity for organisations specialising in health and social work services, particularly those that focus on providing short break activities for disabled children and their families. Businesses that can deliver enjoyable and supportive programmes during school holidays, including community-based providers and local charities, would be particularly well-suited to compete. Given the emphasis on increasing service provision and the potential for impactful community engagement, this initiative could help expand the reach and capabilities of many small and medium-sized enterprises in the sector.

A short break gives disabled children and young people enjoyable experiences away from their primary carers and also gives parents and carers a valuable break from caring responsibilities. Short breaks can include activities which last: a morning; an afternoon; an evening; a day; overnight; a weekend; or longer. They can take place in: the child's own home; the home of a carer; a residential or community setting. Short breaks form part of packages of support that should be personalised for the children or young person and their family based upon holistic assessment and agreed outcomes. Paragraph 6(1) (c) of the Children's Act 1989 requires Local Authorities to provider services designed to assist carers of disabled children by giving them breaks from caring. This Duty came into force on 1st April 2011 and requires each Local Authority to:- * Offer short breaks as a preventative early intervention strategy; * Offer a range of short breaks services to parents/carers; and * Publish a statement of those services to parents/carers and to regularly review the statement
