The Foreign, Commonwealth and Development Office (FCDO) is looking for a Supplier to deliver "Strengthening access to Family Planning (FP) in the Private sector", which is Component 3 of the Empowering Women for Better Reproductive Health Outcomes (EMPOWER) Programme in Uganda. The wider EMPOWER programme consists of 5 Components, this opportunity is for the Component 3: "Strengthening access to Family Planning (FP) in the Private sector", which aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary Family Planning (FP) services in urban and semi-urban areas. This will involve identifying the market segments that can pay for their services and building capacity of Private for Profit (PFP) and Private-Not-For-Profit (PNFP) outlets to provide these services affordably and sustainably. FCDO expects the private sector to play an increasing role in contributing to Uganda's targeted modern Contraceptive Prevalence Rate (mCPR) and to increase the share of FP service delivery covered by other funding sources beyond Government of Uganda (GoU) and donors, including, for example, "out of pocket" spending and health insurance. Potential interventions are expected to address both demand and supply factors, and the Supplier is expected to test and scale up the most appropriate interventions. The Contract is anticipated to commence at the end of April / beginning of May 2025 and run until 31 March 2030. The Contract has the option of further extension for up to two years and three months, if required. The Contract value is up to PS3,600,000. The Contract value may increase by up to PS1,500,000, subject to evidence of effectiveness of interventions, internal approvals and the availability of funds. The increase in value may take place during the initial Contract period or its extension. The budget is exclusive of UK VAT but includes all applicable local taxes. It is the Supplier's responsibility to establish its taxation position both in the UK and in Uganda to ensure it meets its obligations. The Supplier will be responsible for obtaining any tax and customs exemptions from relevant government authorities, if applicable.
