## Summary

Basingstoke and Deane Borough Council, in collaboration with Test Valley Borough Council, has completed the procurement of a Framework Agreement for Minor Highway Works, aimed at projects across the Boroughs of Basingstoke, Deane, and Test Valley in Hampshire. The procurement process followed an open procedure, tailored for works in the highway civil engineering sector, with the anticipated projects ranging in value from a few hundred pounds up to £75,000. This framework commenced on 1st September 2019 and runs through 31st August 2026, including a period of extension. The procurement process reached the award stage, with the most recent award notice published on 30th July 2025, reflecting a contract value of £1,500,000. The awarded suppliers include Purbeck Civil Engineering Ltd, Rocon Contractors Ltd, and Irvine Grenson Ltd.

This framework presents substantial opportunities for businesses specialising in highway construction, traffic management, site clearance, drainage, and street furniture installation, among other related services. It is especially suitable for SMEs due to its structured approach, which allows multiple suppliers to be part of the ongoing projects. Engaging in this framework can provide companies with stable projects over the contract period and enhance their experience portfolio in municipal infrastructure developments. The open procurement approach ensured a fair and competitive environment for suppliers, encouraging potential growth for small to medium-sized enterprises within the sector.
