## Summary

The procurement process involves the Intellectual Property Office (IPO) seeking insights and analysis regarding consumer attitudes towards IP infringement. The tender, titled "Insight & Analysis of Consumer Attitudes to IP Infringement", falls under the research consultancy services industry category and is located in Newport, UK. This contract has been awarded, with the award date on 21st June 2021, and it initially aimed for completion by the 24th May 2021, with the contract running until 30th April 2022. The total contract value is £99,000, with a minimum contract value of £50,000.

This project presents a valuable opportunity for businesses in market research, consultancy, and communications sectors to engage in evidence-based strategies aimed at reducing counterfeiting and piracy. Companies that specialise in consumer research, market analysis, and targeted communications would be particularly well-suited to compete in future tenders of a similar nature, as the IPO seeks to evaluate effective methodologies for influencing consumer behaviour and perceptions.

## Notice

The objective of this project was to provide the IPO with an enhanced evidence base that identifies the most effective methodologies, and the communications levers that have the best chance of changing consumer attitudes and behaviours to counterfeiting and piracy. Deliver evidence-based recommendations on the most appropriate audiences and sectors, which will enable IPO to undertake and evaluate their first targeted communications campaign to address infringement. Existing research has identified that 16% of females in the UK, aged 18-34, had confirmed knowingly purchasing counterfeit beauty/hygiene products in the previous 12 months. The results of this project will underpin IPO's integrated communications campaign in quarter three, focussing specifically on the target demographic, aiming to change their perceptions of the personal/social harms, potentially lowering demand for counterfeit goods within the sector. Following an evaluation of this work, and learning the lessons from this and previous campaigns, the IPO will then develop proposals to upscale this approach to other sectors and consumer demographics.
