## Summary

The procurement process involves Cornwall Council as the buying organisation, seeking bids for the contract titled "Invitation to Submit a Bid to Deliver the Syrian Vulnerable Persons Relocation Scheme Volunteer and Community Coordination for Cornwall." This initiative falls under the health and social work services category and is located in the South West of England. The procurement is currently at the award stage with a tender period that concluded on 10th September 2018, leading to the award of the contract worth £31,600 to Cornwall Faith Forum, which is actively engaged in the local community. The contract period is from 11th September 2018 until 12th September 2018, and the procurement method adopted is an open procedure, suitable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs).

This tender presents numerous opportunities for organisations specialising in community development and volunteer coordination. Businesses with experience in working with refugees or those from diverse faith backgrounds, as well as strong links to local volunteer networks, will find themselves well-positioned to compete for similar contracts. Communication skills, the ability to mobilise support quickly, and connections with local communities are vital attributes sought by Cornwall Council for this initiative. Therefore, organisations focused on social services, community engagement, or refugee assistance will benefit greatly from taking part in such procurement activities.

## Notice

Cornwall has welcomed an initial three Syrian refugee families, as part of the Government's Syrian Vulnerable Persons Relocation Scheme. They are being supported by Students and Refugees Together (START) who provide a caseworker and help them access all the services they need. The faith, voluntary and local community sector have already been very active in helping the families get to know people in their communities and helping them meet any other needs. Cornwall Council would like to enable the voluntary sector to continue to do this in a more coordinated way by providing a volunteer and community coordinator who would work alongside START. Cornwall Council would like to hear from organisations that have the right skills, experience and capacity to deliver this service. The provider of this service will be an organisation who: 1. Has experience of coordinating and supporting volunteers 2. Has experience of community development (as defined as "a process where community members come together to take collective action and generate solutions to common problems") 3. Syrian Refugees can be of any faith or none, so the organisation will have very strong connections with a wide range of local faith groups and be able to deliver a service with a multi faith ethos 4. Has good relationships with the voluntary sector, local community groups, businesses and the faith sector in Cornwall 5. Has excellent communication skills 6. Has connections with local Arabic speaking volunteers and/or can provide Arabic speaking staff 7. Has their own transport 8.
