## Summary

KBS Maritime Ltd is initiating a restricted tender process for the "Portsmouth Naval Base Gas Works" project, aimed at inspecting and updating gas safety shut-off systems within the naval base’s living and catering facilities. This project, classified under the mains gas industry category (CPV code 09121200) and several related categories, involves tasks such as reviewing, replacing, and ensuring compliance of outdated equipment with modern safety standards. The tender is currently active, with key dates including a tender period end date on 21 March 2025 and an estimated contract period from 22 March 2025 to 23 March 2025. This opportunity is located in Portsmouth, with service reach extending to the British Overseas Territories, Channel Islands, Isle of Man, and other European and international locations. The estimated value of the contract is GBP 1,500,000.

This tender offers significant opportunities for businesses specializing in gas system installations, maintenance, and safety compliance to expand their portfolio and engage in a high-profile government project. Companies proficient in working with solenoid valves, extraction systems, gas detection units, and ventilation interlocks would be particularly well-suited. Although not specifically targeted at SMEs or voluntary community sector enterprises, larger firms with expertise in conventional and hybrid heat pumps, gas-fired boilers, and modern compliant safety equipment are strongly encouraged to participate. The requirement for a district heat network, thermal performance evaluations, and adherence to the Net Carbon Zero strategy underscores the need for contractors well-versed in sustainable energy solutions and modern building services engineering.

## Notice

A full review of all gas safety shut off systems within living accommodation and catering blocks to ensure compliancy and to reduce breakdown tasks where the gas system needs manually resetting, then replacing, as necessary. systems (Solenoid valves, extraction systems, gas detection units, forced ventilation interlocks, ect.) and a full review and replacement of obsolete/broken equipment, and replaced with up to date, compliant safety equipment. The short-to-medium term strategy for the NPC for Level 3 Sub-elements shall be based on a hierarchy of solutions that best reflects the future of the particular buildings concerned, for example. 1. Electric Heat Pumps (high temperature, CO2, heat pumps, cascade etc.) 2. Hybrid Heat Pumps (gas fired and air source) 3. Conventional gas fired boilers The solution for a particular building should be based on the following criteria. 1. Opportunity for a district heat network linked to other buildings 2. Pay-back period (given the potentially short asset lifecycle) 3. Thermal performance of the building and requirement for building fabric improvements e.g. double glazing and insulation 4. The requirement for pipework and emitter upgrades 5. Available footprint for internal/external plant 6. Spare capacity in electrical distribution boards, where applicable 7. Lead-time of equipment and installation/commissioning period 8. All works to be kept in alignment with Net Carbon Zero (NCZ) Strategy
