## Summary

Staffordshire County Council is seeking to develop a membership scheme aimed at providing preventative, social, and practical community solutions for adults not eligible for traditional social care services. The procurement process is currently at the planning stage, with an engagement end date set for 29th April 2019. This project falls under the health and social work services category and will take place in the West Midlands, England. Stakeholders interested in this initiative are invited to express their interest and provide relevant details by the deadline.

This tender presents a significant opportunity for voluntary and private organisations looking to engage in community-based solutions, particularly those that can offer diverse services ranging from meal provision to social activities. Businesses with expertise in social services, community engagement, and non-personal care options would be particularly well-suited to compete for this contract. Furthermore, the scheme's self-financing nature suggests a collaborative approach, where interested providers can work closely with Staffordshire County Council to navigate the feasibility and promotion of the initiative.

## Notice

Staffordshire County Council (SCC) is seeking interest from voluntary and/or private organisations to develop a membership scheme which offers wider preventative, social and practical community solutions to help people maintain independence and to reduce demand for health and social care provision. Currently over 18,000 people contact SCC annually for services which are not social care and are generally referred to the voluntary sector offer in their areas. SCC would like to work with an organisation to explore whether this demand can be met through a membership scheme. Target Population The membership scheme will be available to adults (18+) who: *are not eligible for social care services. *have a limited care package and want to enhance it through purchasing a membership for different non-personal care options. *have physical, sensory or learning disabilities. *have mental health conditions Exclusions The membership scheme will not provide traditional home care or personal care services. Membership Scheme Scope Based on the needs of people currently presenting to SCC the membership scheme would need to offer a range of options: -Meals, shopping, household management/maintenance, support with pets -Bespoke social activities including one to one support to access social activities or other personal appointments. -Transport - if required. Membership Scheme Funding The membership scheme would be self-financing through member subscriptions, there would be no financial obligation to SCC. SCC Involvement SCC are wanting to work with interested providers and will provide limited officer support to develop the concept and explore feasibility at this stage which would include aiding with background consultation with potential customers to help explore potential demand. If a membership scheme can be developed SCC's officer support would relate to promotion of the scheme via existing networks and within SCC Contact Centre and 'no cost' promotions for example social media. The Officer will also provide some oversight of safeguarding and quality requirements to ensure there is confidence in the continued promotion of the offer. SCC currently manage the social care front door and will be able to facilitate access to people who would be eligible for the membership scheme (dependent on the above-mentioned safeguarding and quality assurance measures being in place). Timescales SCC would like to work with a potential provider to see how feasible the approach would be with a view to piloting it by Autumn 2019. Process At this stage SCC are seeking interested providers to work with to develop the membership scheme model.
