## Summary

The Cheshire East Borough Council has awarded a Framework Agreement for the Provision of a Management Service for Domestic Repairs and Adaptations, with a contract value of £3,900,000. The procurement, classified under Repair and maintenance services, is currently at the Award stage, with key dates indicating the contract commenced on 4th December 2017 and will run until 3rd December 2019, with an option to extend for a further 12 months. Service delivery will take place across various locations, including the United Kingdom and its overseas territories, ensuring that contractors selected through this framework focus on vulnerability and safeguarding requirements.

This tender presents significant growth opportunities for businesses specialising in domestic repairs and maintenance services, particularly those with expertise in working with vulnerable populations. Contractors that demonstrate a customer-focused approach, flexibility, and reliability in service delivery would be well-suited to compete for the works outlined in the framework. With the Council's emphasis on safeguarding and quality assurance, businesses that can provide trained and vetted personnel are particularly encouraged to engage in this procurement process.

## Notice

The Framework has appointed a principal contractor to act as managing agent in order to secure suitable contractors to deliver the full range of domestic building trades. To be able to act as an agent for residents, the Council needed to be able to call on a range of reliable contractors across the building services spectrum. We have to be able to offer choice to residents, and ensure that the contractors have the right skills, are affordable and are trustworthy so they can work in vulnerable peoples' homes. Contractors must be very customer focused, flexible and accommodating of the needs of vulnerable people when working in their homes. The Council have put a Management Service in place that recruits, selects, appoints and monitors contractors on its behalf. All designs and specifications will be provided to the Management Service by the Council on an individual case by case basis, for the Management Service to appoint a contractor from the panel of contractors that they have recruited. Safeguarding will be a critical feature of the Framework. As part of the framework there will be systems in place to ensure that vulnerable residents are protected from exploitation or abuse, that necessary checks are carried out on all employees and subcontractors before they enter residents' homes, and that there is a robust training and monitoring system in place to supervise sub-contractors throughout the duration of the Framework. The contract will be for an original 24 months with the option to extend for a further 12 months. Services will be called off with the principle contractor as and when the occassion arises and there is no guarantee of the volume of work that will be requested.
