Winchester City council has a good quality service and reasonable performance levels at present, but could and should do more to engage with the public to encourage positive behaviours and provide information to help them do so. To support its own teams in communications and waste management the council wishes to appoint external support to produce a long term marketing strategy and campaign for its waste and recycling services which will form the basis of a range of activities over the next five years.
