## Summary

The procurement process, initiated by HEFCE for the development of an assessment template to monitor progress towards open access (OA) compliance, is currently in the award stage. The project, which falls under the field of research and development services, has a total contract value of £25,000, with a minimum value of £20,000. The contract period is scheduled to run from 10th April 2017 to 28th July 2017, with the tender period concluding on 28th March 2017. The procurement method employed is an open procedure, and the associated contract will serve higher education institutions in the South West of the United Kingdom, specifically in South Gloucestershire (BS15 3PB).

This tender presents significant opportunities for businesses specialising in research and development consultancy services, particularly those that can facilitate data collection and analysis related to higher education compliance with funder policies. Small and medium-sized enterprises (SMEs) would particularly benefit from this opportunity, as the project aims to engage contractors that can effectively manage the requirements of HEFCE, RCUK, Jisc, and Wellcome, fostering growth in the niche of educational consultancy within the public sector.

## Notice

HEFCE, RCUK, Jisc and Wellcome require an understanding of how the higher education sector is progressing towards OA compliance in relation to funder policies. We require further understanding of the tools and systems being utilised by HEIs to fulfil OA compliance needs. We require a contractor to work with HEFCE, RCUK, Jisc, Wellcome and the HE sector to develop a method to collect appropriate quantitative data on HEI compliance. This must not be unduly burdensome for the institutions to complete and should draw upon existing mechanisms and data where possible. Further detail on the tender requirements can be found in the specification section below. We anticipate that the eventual data collection will be in the form of an assessment framework (survey) which HEFCE, RCUK, Jisc and Wellcome will deliver in summer 2017. The assessment framework will be used to gather an understanding of the extent of HEI compliance towards OA. This information will be used for policy implementation and HE sector benchmark purposes. We also expect this project to inform us of the challenges HEIs face when complying with the OA agenda and this intelligence will be used in future system development
