## Summary

The procurement process for the "S30052 DF Community investment" contract has been completed, with National Highways as the buying organisation. This contract is focused on the development consultancy services sector and aims to trial AI camera technology to detect and capture littering from vehicles on the strategic road network. The procurement was conducted through a selective method, specifically a call-off from a framework agreement. The contract, valued at £97,979.44, will take place across various locations, including the United Kingdom and British Overseas Territories, with the contract period running from 20th November 2025 to 31st March 2026. The awarding of the contract was finalised on 19th November 2025.

This tender presents opportunities for businesses specialised in AI technology, surveillance systems, and environmental management, offering a chance to contribute to sustainable practices and innovative solutions in the public sector. Small and medium enterprises are particularly well-suited to participate in similar future tenders, as the procurement process supports their involvement. Businesses with a focus on technology and infrastructure, specifically those experienced in working within large frameworks and collaborative enforcement projects, could see significant growth by engaging in such projects with National Highways and similar organisations.

## Notice

National Highways are seeking to undertake a second trial the capabilities of AI camera technology to monitor, detect and capture litter being dropped on the SRN to understand if it can be used to prosecute those dropping litter from vehicles. National Highways does not have powers of enforcement and as such are required to collaborate with Principal littering authorities to bring enforcement action against those littering on the strategic road network. This trial will be the second iteration, aiming to evaluate the effectiveness of technology in monitoring, detecting, and gathering the necessary evidence to support enforcement action against littering from moving vehicles across two live traffic lanes. The trial will leverage the existing system and cameras procured during Trial 1, supplemented by the procurement of two additional cameras and associated attachments to improve detection and monitoring coverage across two live traffic lanes. Approved by Digital Services.
