## Summary

The Kent County Council is seeking to procure Winter Weather Forecasting Services through a selective tendering process, identified as SC19051. This service supports the Highways, Transportation & Waste division and aims to ensure safe road passage during winter conditions in the South East of the United Kingdom. The tender period concluded on 17 April 2020, with the contract anticipated to commence in June 2020 and last for three years, with the possibility of two additional twelve-month extensions. The total value of the contract is £90,000, and it encompasses providing tailored weather forecasts across seven climatic domains, including one for Medway Council.

This tender presents a significant opportunity for businesses specialising in weather forecasting services, particularly those that can deliver accurate and timely weather information to assist in winter road management. Small and medium-sized enterprises (SMEs) with expertise in developing web-based applications for data delivery would be well-suited to compete for this contract. The focus on efficiency gains through the use of technology to support local authorities makes this an attractive proposition for firms positioned within the Highways and Transportation sector.

Additionally, electronic information is to be compatible to enable the use of appropriate web-based applications used by the County Council as part of its mobile and out of hours working arrangements. The weather forecasting service will be tailored to meet the needs of HT&W over seven climatic domains, plus an additional domain for Medway Council, these domains are shown in the ITT. Each domain has at least one dedicated weather station forecast site provided and maintained by Vaisala Ltd. These and the other Kent weather stations are shown in the ITT HT&W are currently conducting a trial of 120 road surface temperature sensors and will be using this information to assist in redefining its domains. The new domains may be operational by the start of this contract and the Council reserves the right to include these in the contract.
