## Summary

Palladium International Limited, through the UK PACT programme, is procuring technical assistance for the Government of Pakistan. The work will support the Ministry of Climate Change and Environmental Coordination, the Pakistan Climate Change Authority and provincial governments to establish and operate a federal-provincial coordination and tracking mechanism for Pakistan’s Nationally Determined Contribution 3.0. The assignment covers institutional coordination, monitoring and reporting of climate actions and investments, government capacity building, climate-finance mobilisation and inclusive climate governance incorporating Gender Equality, Disability and Social Inclusion. Expected outputs include coordination and tracking frameworks, an interoperability pilot linking government climate and public-sector data systems, operational support for a Tactical Climate Coordination Forum, and a sustainability and scale-up roadmap. Delivery is in Pakistan.

The process reached tender: the buyer invited proposals through an open procedure above the applicable threshold. Offers had to be submitted by 25 September 2026 at 17:00 UK time. The contract is planned to run from 1 November 2026 to 30 October 2027. Its estimated value is £250,000. This is a services contract covering energy and related services, as well as research, development and related consultancy services. The procurement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The stated requirement is for qualified suppliers or consortia to submit proposals for the technical assistance assignment.

This opportunity suits climate-policy and public-sector consultancy organisations able to work with national and provincial governments in Pakistan. Relevant capability includes designing coordination arrangements, implementation tracking and reporting systems for climate commitments; improving visibility of climate finance and investment; strengthening institutional capacity; and connecting or interoperating existing government data systems. Suppliers should be able to provide practical technical assistance, support multi-level stakeholder coordination and contribute to evidence-based decision-making, transparency and accountability. Experience of climate governance, Nationally Determined Contributions, climate finance mobilisation and monitoring frameworks is directly relevant. The requirement also calls for the integration of Gender Equality, Disability and Social Inclusion considerations, so experience in inclusive policy and decision-making would be useful. Bids may be submitted by qualified suppliers or consortia.

## Notice

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting proposals from qualified suppliers or consortia to deliver technical assistance to the Government of Pakistan. Pakistan has committed to reducing projected greenhouse gas emissions by 50% by 2035 through its Nationally Determined Contribution (NDC) 3.0. Delivering this target will depend heavily on action at the provincial level, where responsibility for many climate-relevant sectors rests. While the Government of Pakistan has established new coordination arrangements through the National Climate Finance Strategy (NCFS), challenges remain around federal-provincial coordination, implementation tracking, climate finance visibility, and reporting progress against national climate commitments. The assignment will provide targeted technical assistance to support the Ministry of Climate Change and Environmental Coordination (MoCC&EC), the Pakistan Climate Change Authority (PCCA), and provincial governments to establish and operationalise a practical federal-provincial coordination and tracking mechanism for NDC 3.0 implementation. The project will strengthen institutional coordination, improve monitoring and reporting of climate actions and investments, build government capacity, and support the mobilisation of climate finance. The intervention will also integrate Gender Equality, Disability and Social Inclusion (GEDSI) considerations to promote more inclusive climate governance and decision-making. Key outputs are expected to include a federal-provincial NDC coordination framework, a standardised NDC tracking and reporting framework, an interoperability pilot connecting existing government climate and public-sector data systems, operational support for a Tactical Climate Coordination Forum, and a sustainability and scale-up roadmap. The project aims to strengthen Pakistan's ability to implement and report on its climate commitments, improve evidence-based decision-making, enhance transparency and accountability, and create a stronger foundation for attracting climate finance and accelerating NDC delivery across provinces and sectors. Interested suppliers are invited to review the documentation provided in this notice, and submit their applications to: targetedfund@ukpact.co.uk.
