Whilst it is too late for the masterplan to influence the Eden Local Plan 2014 - 2032, which it is hoped will be adopted c. March 2018, the masterplan will ultimately help to shape and influence how the Council will deliver future economic growth and housing in the local area. 1.3 Critical to the success of the commission will be a genuine ability to engage with a wide range of stakeholders in order to understand the potential for Penrith and to identify any limitations to driving forward an ambitious growth strategy that is likely to rely upon substantial investment in new infrastructure.
