## Notice

As part of the Government's Serious Violence Strategy, the Home Office is seeking to fund a project that can deliver evidence-based prevention & intervention in schools and alternative provision (AP) institutions including Pupil Referral Units (PRUs) in England. The project could involve: a pilot of an approach; an extension of, or innovation building on, an existing intervention programme; a robust evaluation of one or more existing interventions; or a combination of these. The purpose for funding this approach to interventions is to build the evidence base around equipping young people with the specific skills, resilience and resources needed to critically address risky behaviour and develop a core set of values that enable them to make the right decisions to avoid drug misuse. This grant funding will be made available through an open competition. Bidders should note that a Home Office condition of any grant funding will be that recipients are not permitted to charge, apply fees to or require payment for any activity provided in connection with this funded programme or otherwise use the grant to undertake or engage in activities that result in commercial gain or profit. All bids must be for the full five (5) month period, and bidders must be able to demonstrate their ability to spend their entire potential award by 31 March 2019. Please be aware that you may only bid once, be that can be as either a single entity or lead (or part thereof) a partnership/consortium. The competition may conclude in the Home Office awarding grant funding to more than one projects but the limit an organisation can bid for is PS100,000, but we expect all bids to be scalable to take into account the wider needs of the Programme to ensure diversity of funding. More details about scalability will be made available in the published documents. All submissions will be evaluated using the online questionnaire hosted within the Drugs Misuse Intervention Support Fund event on the Crown Commercial Services (CCS) eSourcing portal: all submissions must be made through this portal. Successful organisations will be allocated funding centrally via a Grant Agreement from the Home Office. Interested organisations must first be registered as a 'Supplier' on the eSourcing Suite to participate: If you have not already done so, please use the following link https://gpsesourcing.cabinetoffice.gov.uk. Be aware that registration can take up to 10 working days 2. Instructions on how to use the portal can be found in the attached 'e-Sourcing - Supplier Guidance'. 3. To register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. 4. If you do not have a DUNS number, please contact D&B UK directly on 0870 243 2344 (option 3), or online at http://www.dnb.co.uk/duns-form.asp. 5. Once registered on the portal, please email the Authority mailbox 'drugstrategygrant@homeoffice.gov.uk' and ask to be added to the event stating, "Drugs Misuse Intervention Support Fund - portal access" in the subject title. 6. Please note the email address used to register on the portal must be the same you advise the drugstrategygrant@homeoffice.gov.uk inbox as it is this individual who will be provided with the access to the event. 7. Once you are added to the portal, all further communications including the submission of your online bid will be managed via the portal. 8. If you have any technical difficulties concerning the CCS eSourcing portal, neither the Home Office Commercial Grants Team nor those managing the drugstrategygrant@homeoffice.gov.uk inbox will be able to offer any assistance. Please contact the CCS eSourcing Team for help. 9. It is imperative you test your portal connection and become familiar with how to submit your bid well in advance of the deadline date. It is conceivable that because the portal operates on the web, internet traffic (including congestion) may affect performance of the portal and this cannot be cited as reason to seek an extension to the submission deadline date.
