## Summary

The Ministry of Justice procured Workplace Services Management as part of its Property Transformation Programme. This is a managed service to monitor, assure and report on services across Ministry of Justice premises and prepare the Property Directorate for total facilities management contracts. The scope covers an integrated digital system and common data environment; performance analysis and reporting; innovation, technology and data; workplace support; assurance and compliance; contingency planning and disaster recovery; asset management; sustainability and social value; and project management. The service supports the full HMPPS estate, including prisons, probation and HMPPS premises, with potential application across other Ministry of Justice estates. It is a services opportunity involving facilities management, IT, data, compliance and management consultancy.

The procurement is complete and was awarded on 22 July 2026 to Kellogg Brown & Root. The award value is £187,970,000 including VAT. The recorded contract period runs from 1 July 2027 to 1 July 2031. The procurement used a selective procedure: a competitive procedure with negotiation above threshold. The tender submission deadline was 15 September 2025 at 5pm. The stated five-year initial term is valued at £135,692,857 including VAT, excluding mobilisation; the Ministry of Justice also retained an option to extend for up to two years, in increments at its discretion, valued at £54,277,142 including VAT. The opportunity was identified as suitable for SMEs and voluntary, community and social enterprises.

This award demonstrates substantial Ministry of Justice demand for integrated workplace and facilities-management oversight across a complex custodial and probation estate. Suppliers preparing for comparable work with this buyer would need to combine service management with reliable digital systems, common data environments, data governance, performance reporting and analytics. Credibility would also depend on assurance, compliance, technical support, asset management, business continuity and disaster recovery capabilities. Experience managing projects and coordinating services across a large, geographically dispersed public estate would be relevant, alongside the ability to deliver sustainability and social-value commitments. Strong software integration, data security, helpdesk support and quality-assurance capability would help a supplier compete for the full requirement or contribute as a specialist partner.
