## Summary

The Mayor's Office of Police and Crime is currently in the planning stage of the procurement process for the "MOPAC Through the Gate Service Linking Victimisation and Offending Behaviour of Young People - Stakeholder Engagement Event". This initiative is classified under the Education and Training Services industry category, with additional classifications in Health and Social Work Services and Community Support. The engagement event is scheduled for 25th June 2021, with the deadline for participation set for the same day. This event will take place in London, United Kingdom, offering an opportunity for stakeholders to influence the upcoming service commissioning.

This tender provides significant opportunities for businesses, particularly those within the Voluntary Community Sector (VCS) and Small to Medium-sized Enterprises (SMEs) that specialise in mentoring and support services for young offenders. Firms with experience in trauma-informed care, community outreach, and rehabilitation programmes would be ideally suited to compete. By engaging with MOPAC during the stakeholder engagement event, potential providers can shape the service delivery model, ultimately fostering growth and innovation in addressing youth offending behaviour.

## Notice

MOPAC is leading a tripartite project with MOJ and Kent PCC to commission a through-the-gate mentor service for Cookham Wood YOI. The mentor service will be a holistic, trauma-informed service for youth offenders preparing to leave the YOI. The mentors will provide support tailored to young offenders' distinct needs, especially looking at the link between victimisation and offending and supporting their link with victim services. The aim of the pilot is to reduce reoffending, improve mental health and support young adults to make positive life choices. MOPAC is interested in commissioning a through-the-gate service that supports young offenders in recognising their own victimisation. We are interested in exploring models which involve delivery led by the Voluntary Community Sector. We are keen to embed a psychologically-informed approach mentorship, with experienced mentors able to offer guidance and support to young offenders. This market warming event will shape our approach to commissioning and provide an opportunity for potential providers and broader stakeholders to comment on the service and ask any questions about the upcoming procurement. The event is taking place on Friday 25th June 11am -12.30pm. Please email Hannah Johns to join the event: hannah.johns@mopac.london.gov.uk
