## Summary

The Merseyside Police - Procurement Department is currently engaged in the tendering process for "Support Services for Vulnerable Victims of Crime," aimed at addressing the needs of various vulnerable groups within the region. This contract falls under the services category and is scheduled to commence on 1st April 2017, with a planned duration until 31st March 2018. The tender period concludes on 23rd January 2017. The procurement method is an open procedure, inviting a competitive bidding process to ensure a diverse range of applicants. The total value of the contract is estimated at £150,000, with a minimum value of £140,000, and the delivery is expected in the North West of the United Kingdom.

This tender presents significant opportunities for businesses, particularly for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) actively involved in social support services. Companies with a focus on emotional and practical support for vulnerable individuals, including victims of crime and anti-social behaviour, will be well-positioned to submit competitive bids. By collaborating with other organisations and agencies, these businesses can maximise their impact and meet the specific needs outlined by the Merseyside PCC and Police, thus contributing positively to the local community while fostering growth within their own operations.

## Notice

The Merseyside PCC and the Merseyside Police recognise that some victims of crime are more vulnerable including: * Victims of the most serious crime * Persistently targeted victims * Younger and older people * Young people at risk of grooming for gang membership * Victims with mental health issues * Victims with learning difficulties * Disabled victims * Victims experiencing social exclusion and/or isolation Research has shown that such victims are often subject to enhanced feelings of vulnerability and experience difficulty with day-to-day tasks. Therefore both emotional and practical support is key to helping these victims to cope and recover. From April 2017 the PCC will grant fund an organisation (or more than one in the case of collaborative applications) to support vulnerable victims who have been a victim of crime and/or ASB in Merseyside. Commissioned services will be expected to work in partnership with multiple agencies, adopting a co-operative and collaborative approach to service provision and ensuring information is shared appropriately to best meet the needs of victims.
