## Summary

The Home Office is conducting a market engagement exercise related to the procurement of Commercial Off-The-Shelf (COTS) software products that provide an Electrical Network Frequency (ENF) analysis capability, as part of the CAID Programme. The initiative, titled "CAID Electrical Network Frequency COTS software products - Early engagement," is currently in the planning stage, with an engagement end date set for 12 January 2021. This procurement falls under the industry category of "Industry specific software package" and is based in London, England.

This tender offers significant opportunities for businesses specialising in software development and technology solutions, particularly those with expertise in ENF analysis or video data processing. Companies that can demonstrate existing COTS products capable of addressing the specified needs are well-suited to participate. The engagement aims to help the CAID Programme identify suitable products to enhance operational effectiveness, potentially leading to future procurement opportunities for those who engage with the process.

## Notice

The Child Abuse Image Database Programme (CAID) is conducting a market engagement exercise to ascertain the availability of COTS software products which provide an Electrical Network Frequency (ENF) analysis capability. CAID is reviewing such products to potentially test in a Proof of Concept exercise. The CAID system provides image classification and analysis functionality to national law enforcement agencies, relevant directorates within the Home Office and other Non-Government Organisations (NGOs). CAID is looking at commercial off the shelf (COTS) products that could bring about improved operational effectiveness and implement end to end solutions. In summary, CAID aims to investigate ENF COTS products that can examine Electrical Network Frequency (ENF) variations in video data. CAID will only consider ENF solutions that operate on the visual video frame data, rather than the legacy audio channel-based technique. CAID will only consider COTS products which already provide this capability and operate on video found in real life rather than a non-operationalised solution. The CAID Programme is releasing a Request for Information which seeks to identify and understand products available in the market to inform the Programme's strategy in this area, which may or may not include future procurement / contracting activity. Participation in this market engagement is not necessary to take part in any future procurement activity. To be considered for participation, please make contact using the enclosed contact details.
