## Summary

The Department for Business and Trade (DBT), located in London, has initiated a selective procurement process for the provision of the SPIRE export licensing IT system. This falls under the industry-specific software package category with a CPV code 48100000. The procurement method is a call-off from a framework agreement. SPIRE serves as the export licensing case management system for a wide range of strategic goods and will continue to operate until its replacement by the LITE digital service. The contract, valued at GBP 4,680,000, commenced on 1 April 2025 and is set to end on 31 March 2028. It covers delivery locations including the British Overseas Territories, Channel Islands, Europe, Isle of Man, and globally. Interested parties should note that the procurement stage is active, and the tender period ended on 21 March 2025.

This tender presents significant opportunities for businesses specialising in software development and management, particularly those capable of providing specialised IT systems for governmental or strategic purposes. Given the contract's extensive scope and substantial value, companies experienced in handling international projects with the necessary expertise in export control and strategic goods could find substantial growth prospects. Although the procurement process was selective, this represents an opportunity for small and medium enterprises (SMEs) to compete, positioning themselves as valuable partners for long-term government contracts. Such businesses will benefit from the expansive geographical coverage and continued demand for sophisticated digital solutions in public sector operations.

## Notice

This contract is for the provision of SPIRE- export Licensing IT system. SPIRE is the Export Control Organisation's export licensing case management system; an online platform for export or trade licences a wide range of "strategic" goods (such as security items, military goods, civilian products designed with a military use or purpose, firearms, police and paramilitary goods, radioactive sources and more). SPIRE can also be used to make a Ministry of Defence Form 680 application, Private Venture security grading or Exhibition Clearance applications. DBT is moving towards a new, in-house digital service called LITE, with the expectation that LITE will fully replace SPIRE for the UK's export licensing needs. When LITE is fully operational, SPIRE will be decommissioned. This contract ensures DBT will still have access to SPIRE until it is decommissioned and replace by LITE.
