## Summary

The Ministry of Defence has recently completed the award stage of a selective procurement process under the DSPCR 2011 regulations, involving a significant framework agreement for maritime maintenance, repair, and overhaul (MRO) services. This framework, identified as MSS/142 MRO100_CAN, is part of the Defence Equipment Support (DES) initiative to provide support to the Royal Navy, specifically handled by the Power, Propulsion, and Auxiliaries (PPA) Team. The framework is valued at up to £317 million and runs until 31 March 2031. The competition for the call-off contract, focused on mechanical systems items, concluded with awards starting on 18 November 2025 and ending on 17 February 2026. The service covers a wide range of locations including British Overseas Territories, the Channel Islands, Europe, the Isle of Man, the Rest of the World, and the United Kingdom, within the industry category of repair and maintenance services of warships (CPV: 50640000).

This tender opens significant business growth opportunities, particularly for businesses involved in the engineering and maintenance of maritime vessels. The procurement's selective method and the usage of mini-competitions allow multiple suppliers to engage in competitive exercises, increasing market opportunities over the framework's lifespan. Companies like BAE Systems Surface Ships Limited, CARWOOD MOTOR UNIT LTD, and Scott Aerospace have already been successful in securing portions of this contract, indicating a favourable environment for large-scale enterprises looking to expand their government contract portfolios in the defence sector. Additionally, the framework's structure supports the participation of SMEs and VCSEs, ensuring a diverse range of suppliers can benefit and drive innovation within the maritime maintenance arena.
