## Summary

National Highways Limited has awarded a contract to Plantlife International for a project titled "SEDPS-NH-0020-Biodiversity Unit Feasibility 2025/26 - Lot 17," classified under the "Environmental management" industry category. The initiative involves conducting feasibility studies for 1,000 biodiversity units, including habitat and hedgerow units, which are distributed across multiple geographic locations, such as the British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom. The primary objective is to achieve a 10% biodiversity net gain or comply with the Statutory Biodiversity Metric trading rules for Major Enhancement schemes. With an awarded value of £476,880, the contract spans from 16th February 2026 to 31st March 2028, marking significant engagement from the Planning to the Award stage, with the tender period having concluded on 2nd October 2025.

This procurement presents considerable opportunities for SMEs and VCSEs in the environmental sector, particularly those specialising in feasibility studies, biodiversity, or environmental monitoring services. The selective procurement method employed, via a dynamic purchasing system, invites qualified businesses to explore regional or specialised disciplines within the specified lots. Companies with expertise in delivering environmental management services and the capacity for international operations are well-suited to compete in such tenders, potentially positioning themselves for further opportunities in both national and international markets facilitated by National Highways' expansive projects.

## Notice

National Highways is looking to procure feasibility studies for a total of 1,000 biodiversity units, covering both habitat and hedgerow units. The feasibility studies and their associated reports must be completed in financial year 25/26. These units will be acquired as offsite enhancements on behalf of Major Enhancement schemes to ensure they are able to achieve either 10% biodiversity net gain (of habitats and hedgerows) or to ensure these schemes are compliant with the Statutory Biodiversity Metric trading rules. These required units have been separated into the 18 Lots below. Lots 1 to 12 have been grouped into three groups based upon their specific geographic location. Lots 13 to 18 are regional Lots. The Supplier can apply to undertake feasibility studies for projects which would either fully or partially deliver the units in any lot(s)
