## Summary

NHS Arden & Greater East Midlands Commissioning Support Unit (NHS AGEM CSU) has completed the procurement process for the supply, installation, support, and maintenance of a Risk Stratification Algorithms Tool, specifically for a population of 3.3 million patients. The project falls under the IT software development services category and is located in the East Midlands, United Kingdom. The procurement method was a limited, negotiated procedure without prior publication, in accordance with Regulation 32(2)(a) of the PCR15 Regulations, following an unsuccessful initial contract process. Key dates include the end of the tender period on 11 June 2024, the award date on 15 November 2024, and the contract period from 18 November 2024 to 17 November 2025. The contract, valued at £188,400, was awarded to Johns Hopkins HealthCare LLC.

This tender represents a significant opportunity for businesses specialising in healthcare IT solutions, particularly those with experience handling NHS data. Companies that excel in developing advanced data analytics and software tools for patient risk stratification will find this project particularly beneficial as it requires a solution that integrates clinical evidence and multiple years of data across acute and primary care records. The requirement for continual updates and support aligned with changes in clinical practice presents ongoing business growth potential for capable firms. Although the procurement method was restricted, businesses that meet such stringent criteria could leverage this as a gateway into further NHS collaborations.

## Notice

NHS Arden & GEM CSU sought competitive offers for the supply, installation, support, and maintenance of Risk Stratification Algorithms within a Tool able to cover a population of 3.3 million patients. The Risk Stratification Algorithms/Tool must meet the following key requirements: Have a proven evidence base and be rigorously tested using standardised statistical metrics and support repeatable results from the same data set. Be continually updated and supported to reflect changes in clinical practice and patient behaviour. The tool should have had experience of operating in the NHS and with associated NHS data flows or equivalent. Must be predicated on clinical evidence including a combination of prescription, diagnosis, and event data rather than purely historical financial spend in secondary care. Be able to utilise, as a minimum, acute, and primary care data records as a basis for its stratification Use multiple years of data to support a longitudinal record which can be updated on an automated basis by AGCSU. Additional information: This service has been awarded using Regulation 32(2)(a) of the negotiated procedure without prior publication, in line with the PCR15 Regulations; following a non-award of contract ref: (2024/S 000-015058). The successful provider did not meet the advertised Social Value requirement of the initial process advertised and following clarification and assurance from the provider of their ability, has been awarded the contract under Regulation 32.
