## Summary

Hampshire and Isle of Wight Constabulary procured physical forensic services for policing and the criminal justice system across the United Kingdom. The requirement is intended to support a collaborative, sustainable forensic services marketplace, with nationally standardised specifications and contract terms. Services must help meet current and future policing and criminal justice capacity needs, while supporting consistent delivery and value for money. The procurement is categorised as services and relates to police services (CPV 75241100). It is relevant to forensic service providers able to deliver physical forensic analysis and associated support at national scale, including organisations capable of working collaboratively with police forces and criminal justice bodies. The opportunity was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement is complete and was awarded on 4 November 2025. It used a selective procedure as a further competition and call-off from a framework agreement. The tender submission deadline was 29 August 2025 at 5pm. Three suppliers were awarded the contract jointly: Forensic Access Limited, Key Forensic Services Limited, and Orchid Cellmark Ltd trading as Cellmark Forensic Services. The awarded value is £19,139,360 including the published currency, GBP. The contract period runs from 1 April 2026 to 31 March 2031. The award supports a collaborative approach to stabilising the physical forensics marketplace and delivering value for money for policing. The procurement therefore provides evidence of an established, multi-supplier route for police forensic services rather than an unawarded tender.

This requirement shows sustained demand from policing for physical forensic services delivered through a collaborative, multi-supplier model. A credible future competitor would need demonstrable capability in physical forensic work, reliable capacity to support police and criminal justice workloads, and the operational resilience to meet changing demand. Providers should be able to work to nationally standardised specifications and contractual terms, collaborate effectively with police forces and other forensic partners, and support consistent service delivery across the United Kingdom. The successful supplier group indicates that established forensic specialists with broad delivery capability are well placed, but the stated suitability for SMEs and VCSEs suggests that smaller organisations may also be relevant where they can evidence the required technical competence, capacity, quality and partnership working.

## Notice

The aim of the Physical Forensic Services DPS is to deliver a collaborative approach to the next generation of forensics contracts for physical forensics services, providing a nationally standardised specification and terms & conditions to build a cohesive sustainable marketplace environment, where service delivery and capacity meet both the current and future needs of policing and the criminal justice system (CJS). This further competition procurement will enable a balanced approach to stabilisation of the marketplace, whilst delivering Value for Money (VfM) for policing, through embedding a culture of collaborative working and partnerships.
