## Summary

The Home Office has awarded a contract for the Emergency Services Network (ESN) - Lot 2 User Services to Motorola Ltd. This procurement falls under the telecommunications equipment and supplies category. The contract value is £409,500,000 with a contract period from 14th May 2019 to 18th December 2023. The main procurement method was 'Other - '. The procurement process has reached the award stage as of 13th January 2023.

This contract for the ESN - Lot 2 User Services presents significant business opportunities for companies involved in IT software development services, networking, internet and intranet software packages, and ancillary works for pipelines and cables. Businesses with expertise in providing telecommunications solutions and services tailored for critical voice and broadband data services would be well-suited to compete in this procurement process. The Home Office's termination of the contract with Motorola Ltd takes effect from 19th December 2022.

## Notice

The Emergency Services Mobile Communications Programme (ESMCP) is a cross-government, multiagency Programme sponsored by The Secretary of State for the Home Department to deliver the Emergency Services Network (ESN). The ESN will deliver integrated critical voice and broadband data services to all three emergency services (3ES) and other users throughout GB (England, Wales and Scotland). These services require a mobile communications network capable of providing the full coverage, resilience, security and public safety functionality required by the 3ES. The ESN will replace those services delivered under current service contract(s). A number of these service contracts operate across the 3ES and other users. The new service contracts were awarded during 2015 to facilitate commencement of service delivery from late 2016 as existing service contracts begin to expire. The procurement is divided into 3 Lots with associated Related Projects. In December 2015, following advertisement of the contract in the OJEU (on 18.4.2014, reference 2014/S 077-133654), the Home Office entered into a contract (the ESN Lot 2 contract) with Motorola Solutions UK Ltd (Motorola) for the development and roll-out of a Public Safety Communications Solution (PSCS) application which is to be installed on users mobile devices, as part of the Home Offices ESN project. The solution is to be used by emergency services staff. It is to replace the UK's current 'Airwave' PSCS, which uses old technology and is costly. The new solution will provide (amongst other things) 'push to talk' functionality and new data services over an existing mobile network (on a prioritised basis). This notice is to confirm that the original contract has been varied (see Section II.2.4 below for a description of the variation). The Programme went through a contract reset and this was signed on 14th May 2019. The parties have mutually agreed to terminate the contract with effect from 19th December 2022. Termination Assistance Services will be provided for an initial period of 12 months up to and including 19th December 2023.
