## Notice

Highways England's Social Research and Behaviour Change Centre of Excellence are seeking to develop and embed a comprehensive digital library for road user behaviour change. This will curate evidence and studies on relevant behavioural interventions (regionally, nationally and internationally) and link to other resources being developed by the Centre to support the effective and efficient delivery of behaviour change interventions. Highway England's imperatives are to improve safety on our network, improve customer experience and satisfaction and increase network efficiency and journey reliability. We need to use behavioural approaches to effectively support and influence our customers so that they have a positive experience of our network. Ensuring that we have access to evidence on a range of interventions will provide us with actionable insights that enable us to make better decisions and maximise the impact of investments. This contract is for expert research and technical services to undertake initial exploratory work in order to deliver to Highways England recommendations for how to effectively and efficiently develop such a library. It will establish the criteria for inclusion of material (and potential scale of this), identify design issues and the practical requirements. It will also explore the needs of the communities of interest most likely to benefit from this. The final recommendations will set out the value to the business and resources required for development and maintenance allowing us to consider the value for money before commissioning any further work.
