## Summary

The procurement process, managed by Sheffield City Council, focused on the acquisition of programmes for Key Stage 3 and Key Stage 4 interventions as part of the Alternative Provision Programme. This educational and training services contract, classified under CPV code 80000000, aimed to deliver various short-term interventions to support pupils' academic, social, and emotional development. The procurement followed a selective method, employing a restricted procedure, and the awarded contract covered the region of Yorkshire and the Humber, UK. The tender process reached the award stage with an initial end date for the tender period on 21 May 2025, and the contract duration of over a year starting from 2 June 2025 until 31 July 2026. Sheffield City Council conducted the procurement with a contract valued at £2,250,000, awarded to PET XI Training.

This tender presents significant opportunities for businesses specializing in educational services, particularly those experienced in delivering alternative education programmes. Companies focusing on secondary education services can provide specialised intervention programmes tailored to student needs, offering a robust platform for growth and partnership with educational authorities. The nature of the procurement, favouring small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), makes it especially opportune for businesses prioritizing social impact alongside service delivery, allowing them to establish or strengthen relationships in the education sector within the UK.

## Notice

We are seeking to purchase a range of Alternative Provision programmes. These should be delivered through interventions from potential suppliers which will assist referred pupils' academic, social, and emotional development. Programmes should meet the needs of the learners and will be designed to deliver appropriate experiences, skills acquisition, and the undertaking of relevant outcomes as co-determined with the referring school or agency. The programmes will vary where appropriate as AP delivers short term interventions which are supported by school for the remainder of the week, as AP cannot deliver all or substantially all of a pupil's education. The AP will provide learning opportunities in the form of short-term interventions with mapped and clearly agreed opportunities for learning in collaboration with the school.
