Exploring the opportunities for wholesale water markets and trading, including bulk transfers between water companies, and water trading models to efficient allocate water between different types of user Shaping the key commercial principles that ensure that costs, risk and rewards are allocated in a way that ensure that the interests of water customers are protected and that outcomes are delivered.
