## Summary

The Birmingham and Solihull Mental Health NHS Foundation Trust, alongside Birmingham Women’s and Children’s NHS Foundation Trust, is seeking procurement for the "PROC.90.019 Recovery House Premises Only" project. This tender focuses on providing short-stay environments for individuals aged 18 and over experiencing acute mental health crises. The service aims to offer immediate assistance and a safe environment for service users to address their crises using co-production and brief intervention models. The procurement, classified under the "Housing services" category, is at the "Tender" stage. Interested parties must register via the Atamis e-sourcing portal. The tender period closes on 22nd October 2024, with the contract set to commence on 28th February 2025 and run through 27th February 2028. The main procurement category is services with an estimated contract value of £100,000.

This tender presents a significant opportunity for businesses specialising in housing services and mental health support facilities. Organisations capable of providing the necessary accommodation and shared staffing model for a 24/7 service will find this contract highly relevant. The collaboration required may particularly suit enterprises experienced in multi-agency settings and those with a track record of handling short-term mental health crisis interventions. Businesses that can demonstrate effective co-production and solution-focused intervention models will be well-placed to compete, fostering growth through high-impact service delivery. The location in Birmingham offers a strategic advantage for regional service providers in the United Kingdom.

## Notice

Birmingham and Solihull Mental Health NHS Foundation Trust (BSMHFT) and Birmingham Women's and Children's NHS Foundation Trust Forward Thinking Birmingham are agreeing a multi-agency collaborative to provide short stay environments for individuals experiencing an acute mental health crisis, aged 18+. Such a facility would provide a viable recovery-based resource for those who may be escalating toward a psychiatric inpatient admission and for those who may be considered for a step-down provision from an acute inpatient bed. It is intended to support those who would benefit from brief biopsychosocial interventions during short term crisis. The crisis would be viewed as "the moment when the typical activities of the service user's day break down". Commissioners are seeking an organisation that can provide accommodation and a shared staffing model. The Recovery House will be a 24 hours service and needs to be accessible 7 days a week. The facility must provide a safe environment and support in which service users will receive immediate assistance in identifying the nature of the crisis and how this may be addressed. This will be achieved by using a model of co-production, solution focused and other brief interventions. The expected duration of a service users stay will be a maximum of 7 nights. There is substantial evidence that demonstrates Recovery houses support inpatient bed capacity, reduce bed days and improve flow. The Recovery house will be able to feed into this pathway for both service providers, for short term crisis admissions.
