## Summary

The Liverpool City Council has awarded the contract for the "Reducing Intimate Partner Violence Intervention Pilot Programme" to Wilks Forensic Psychology Ltd. The contract, valued at GBP 378,349, is active and runs from April 2, 2024, to April 1, 2025. The procurement stage was an open procedure, with a tender period ending on December 15, 2023, and a contract period starting on February 1, 2024, and ending on January 31, 2025. The programme falls under the Health and social work services category and is aimed at reducing intimate partner violence in the United Kingdom.

This contract opportunity creates growth possibilities for businesses involved in health and social work services, particularly those specializing in interventions for domestic abuse and trauma. Small and medium enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations are well-suited to compete. By supporting positive behaviour change for perpetrators of intimate partner violence, the programme aims to reduce harm to partners and children, thereby breaking generational patterns of abuse and trauma within families.

## Notice

Liverpool Early Help Services provide support to families with emerging needs. We have identified that there is a need to provide interventions to reduce the impact of intimate partner violence. Individuals who display domestically abusive behaviours towards their partners have often experienced significant trauma in their own childhoods. These negative experiences can result in complex trauma that can manifest as low self-esteem, severe insecurity in relationships, emotional dysregulation, and high stress responses. For some people these needs can result in controlling and aggressive/violent behaviours towards their partners. The specialist intervention will help clients to achieve positive behaviour change by resolving their past trauma and gaining an understanding about how those past experiences contribute to their current aggressive behaviours. Supporting positive behaviour change for perpetrators of intimate partner violence benefits the whole family by reducing the risk of harm to their partners and reducing the likelihood of their children experiencing ACEs and traumatic incidents, thereby helping to reduce generational patterns.
