These changes are to be transformational; and ensure a thriving town centre able to sustain itself, its community and businesses. To progress with the next phase of grant assessment the Council is now required to develop a full business case for capital investment by the FHSF in support of the proposals and strategic ambition outlined in the EoI. Rossendale Borough Council wishes to engage with consultancy support to produce the full capital investment business case in accordance with published HM Treasury business case guidance and other government guidance such as Green Book. The successful Consultant sought by this Tender will provide the overarching coordination of several other sub consultants also.
