## Summary

The public procurement process, initiated by the Ministry of Defence, involves the provision of an APC Redaction Tool aimed at improving the efficiency of Subject Access Requests (SAR) compliance. This tender was classified under IT services and originated in Scotland, where the buying organisation is located at Army Headquarters in Andover, England. The procurement method employed was selective, through a call-off from a framework agreement, with the contract period commencing on 6th January 2020 and concluding on 29th February 2020. The award for this contract was made on 9th December 2019, with a total value of £27,427.50.

This tender presents a significant opportunity for businesses specialising in IT services, particularly those that focus on software development and consulting. Small and medium-sized enterprises (SMEs) may find themselves well-suited to compete, given the tailored nature of the procurement. By streamlining the SAR process and meeting legislative timelines, suppliers can contribute to reducing potential penalties for the Ministry of Defence, thereby establishing a valuable collaboration in the public sector.

## Notice

1. The current approach to meeting legislative demands on disclosures is inefficient resulting in a need to improve processes that enable delivery of Subject Access Requests (SAR) making them compliant with mandated timelines for response. Redaction of documents in hard(paper) and electronic copy is very manpower intensive which adds significant delay to meeting the deadlines. Reducing the time to conduct redaction is viewed as the priority action that can deliver greatest improvement to the SAR process. Failure to meet their legislative timelines could result in serious reputational damage and significant financial penalties for non-compliance with DPA18. APC Glasgow is currently failing to meet the legislative timelines and the Army and/or MOD could face Information Commission Office (ICO) penalties and special measures.
