## Summary

The public procurement process for "Purchasing, Distribution and Administration of Solid Fuel Benefits" has been completed by DESNZ, located in Salford, England. The awarded contract, valued at £17,780,000, covers the provision of solid fuel services to former employees of the British Coal Corporation (BCC) and their adult dependents. The procurement was conducted using an open procedure, suitable for SMEs, with a contract period from 30 March 2025 to 29 March 2028. The service delivery will cover a broad geographical area including the British Overseas Territories, Channel Islands, Isle of Man, Europe, and the United Kingdom. Key award dates include the tender period ending on 10 May 2024 and the contract award date on 19 September 2024.

This tender offers significant opportunities for businesses specialising in coal and coal-based fuels, particularly those capable of managing large-scale distribution and administration across multiple regions. SMEs in the fuel supply sector, with expertise in logistical operations and fuel management, would find this contract beneficial for business growth. Homefire Group Limited, a large-scale supplier based in Sheffield, has been awarded the contract, indicating that businesses with robust supply chain capabilities and experience in government contracts stand a good chance in similar future tenders. DESNZ's ongoing management of the National Concessionary Fuel Scheme ensures a steady demand for these services, presenting ongoing business opportunities in this niche market.

## Notice

Following the privatisation of British Coal Corporation (BCC) in 1994, the Government assumed the liability for the provision of the concessionary fuel entitlements to former employees of BCC and their adult dependents. These former employees of BCC were those already retired or made redundant at the point of privatisation. Concessionary fuel entitlements began in the 1980s and are governed by the National Concessionary Fuel Agreements (NCFA). These take the form of collective agreements and were put in place between the BCC and the mining unions. These agreements were amended from time to time until the industry privatised; and the obligation was transferred to HMG. This was achieved by means of a Restructuring Scheme made on 27th March 1995, made under sections 12 and 19 of the Coal Industry Act 1994. On this basis, the Secretary of State has a legally binding obligation to provide solid fuel or cash in lieu to former BCC employees as the collective agreements specify. This cohort is managed by DESNZ through a scheme known as the National Concessionary Fuel Scheme (NCFS). There are two NCFS Agreements for different employment groups: - the National Concessionary Fuel Agreement (NCFA) for Mineworkers, Officials and Clerical Staff and; - the British Association of Colliery Management (BACM) for management staff. This contract is for the for the provision of solid fuel services.
